Stakeholders
The Regional ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, state, and national levels. It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system, with particular focus on agencies that operate transportation systems in the region.

Chicago Park District | The Chicago Park District manages over 220 facilities throughout the city including Soldier Field. The Chicago Park District manages more than 7300 acres of parkland, 552 parks, 33 beaches, nine museums, two world–class conservatories, 16 historic lagoons, and 10 bird and wildlife gardens. |

City of Chicago Department of Transportation | City of Chicago Department of Transportation is responsible for the construction operation and maintenance of the surface transportation system in the City of Chicago. CDOT's Division of Project Development is the planning and programming arm of the Department. CDOT's Division of Engineering designs and manages engineering improvements and projects whereas the Division of Infrastructure Management handles construction and construction oversight. CDOT's Traffic Engineering section designs and approves infrastructure improvements including geometrics and signal modernizations and timing. CDOT includes the Bureau of Streets, which is responsible for asphalt and concrete maintenance and the Division of Electrical Operations which is responsible for operating the city's traffic signal systems. CDOT's Public Right of Way Permit Office is responsible for issuing permits for the use or work in the public way. CDOT's Office of Underground Coordination (OUC) is responsible for all requests regarding existing utility information and the review/approval of construction work in or adjacent to the Public Way. |

It also provides Police Operations, Fire Operations, 3–1–1 Services Training, Facility Services, Finance and Administrative Services. DuPage County Division of Community Services | Department of DuPage County responsible for enabling and equipping people with needs in DuPage County to become self–sufficient and lead enriched productive lives. |
DuPage County Division of Transportation | The Division of Transportation is responsible for the construction and maintenance of the County Highway system which serves the over 900,000 residents of DuPage County. The Division of Transportation maintains approximately 220 miles of arterial highways and 50 miles of recreational trails in DuPage County. |
DuPage County Office of Homeland Security and Emergency Management | The Office of Homeland Security and Emergency Management coordinates the operations of all governmental and non–governmental agencies in time of emergency and provides the unique skills and capabilities related to disaster preparedness. |
DuPage County Sheriff | The Sheriff is the chief law enforcement officer in DuPage County. The Office directly services the unincorporated areas of the county providing public safety dispatch and emergency call taking. |
DuPage Mayors and Managers Conference | The DuPage Mayors and Managers Conference is a council of 36 municipal governments in DuPage County. The Conference is a not–for–profit organization dedicated to addressing municipal public policy issues. |
Federal Bureau of Investigation | The Federal Bureau of Investigation (FBI) is the investigative arm of the US Department of Justice. |

Great Lakes Regional Transportation Operations Coalition | The Great Lakes Regional Transportation Operations Coalition (GLRTOC) is a partnership of Great Lakes agencies that collaborates on initiatives that improve cross–regional transportation operations in support of regional economic competitiveness and improved quality of life. Members include Minnesota DOT, Wisconsin DOT, Michigan DOT, Indiana DOT, Ohio DOT, Ontario MTO, Iowa DOT, Indiana Toll Road, Illinois Tollway, and Illinois DOT. |
Grundy County Highway Department | County agency that develops, operates, and maintains Grundy County highways, including pavement patching, mowing, tree branch trimming and snow and ice control. |

The state highway system of 17,000 miles includes 2,050 miles of interstate roads. Illinois Terrorism Task Force | The mission of the Illinois Terrorism Task Force is to implement a comprehensive coordinated strategy for domestic preparedness in the state of Illinois, bringing together agencies, organizations and associations representing all disciplines in the war against terrorism. The Illinois Terrorism Task Force was created May 2000. The purpose of the Task Force was to further Illinois' disaster preparation efforts to specifically address the State's role in Weapons of Mass Destruction (WMD) preparedness and to coordinate the response to WMD events throughout the State, utilizing expertise at local, state, and federal levels and across different disciplines. The Task Force focuses on issues such as providing quick response capability in every region of the State and basic WMD first responder training statewide. Lake Michigan Interstate Gateway Alliance | The Lake Michigan Interstate Gateway Alliance is a voluntary organization with active member participation from the Illinois Department of Transportation, the Illinois Tollway, the Indiana Department of Transportation, the Indiana Toll Road Concession Company LLC, the Michigan Department of Transportation, the Skyway Concession Company LLC, and the Wisconsin Department of Transportation. The goal of LMIGA is to focus on operations along the corridor to ensure that traffic moves safely and efficiently. This goal is realized by interagency communication and coordination, improvement projects, training efforts, and region–wide planning. ITS projects are a key component of this work, including improvements to the Gateway Traveler Information System GTIS. |

Regional Transportation Operations Coalition RTOC | This CMAP sponsored coalition addresses multi–agency issues impacting the systems operations. They meet about every other month. |
Skyway Concession Company (SCC) | The Chicago Skyway Concession Company, LLC (SCC) is a private joint venture that operates and maintains the Chicago Skyway on behalf of the City of Chicago as part of a 99–year lease on the facility. |
